Issuers are organizations that can back payment or employment claims.

Issuer Application

An organization submits:

Maintainers review issuer applications and decide whether to approve, suspend, reactivate, or revoke issuers.

Approved issuers can be registered in the issuer registry:

register_issuer(issuer_id_hash, issuer_address, metadata_hash)

Issuer-backed proofs should be visually distinguished from self-generated proofs. Verifiers should understand what the issuer did and did not attest.
